Plans to import on a longer-term basis were disclosed as soon as 2010, as Kuwait started to import LNG via its FSRU. The scope and size of the onshore project have evolved over the years. KNPC awarded the pre-FEED and FEED (Front End Engineering and Design) study to a subsidiary of Foster Wheeler and a local partner in March 2014.
