Report summary
We expect the limited production elasticity in 2025 with less than 1% year-on-year growth due to 1) safety inspections will continue to impact production growth especially in Shanxi; 2) the utilization rate has almost peaked with limited room to further enhance; 3) new capacity release has been slowed down since 2022 and will further decelerate in 2025. Total cash cost in 2024 is estimated to edge down from 2023 level to around RMB435/t due to lower royalties associated with lower coal price. Fundamental improvement on the weighted average C1 cash cost, in the long run, is facing many challenges, such as the tangled labour issue, the intelligent development and the shifting of China’s energy consumption structure.
